Starting the Discussion with the National Science Foundation

About the proposed Resilience Project

Perhaps I can help clarify at least part of this discussion, which seems (to me, quite frankly) to be about symptom and not root. [1]

 

Neither the CIO Council nor the NSF have the authority, nor the charter, to make alternative decisions of this type.  They are funded according to current policy.  They are supervised by the OMB (Office of Management and Budget) solely on the basis of delivering upon legislative objectives that have already been decided.  While including the OMB in such discussions would be interesting, I would not even attempt such during the current administration.

 

I would, instead, be focusing upon those individuals who have previously been in such positions and who are now independent, for they are the ones who have not only attempted change (original architects of the eGov initiatives, for example), but are now free to speak openly and propose alternatives.
