This is very interesting to me since your approach (of course) is the one I am using and early experiments are very promising (in the cyber security/risk environment).
I am now moving my work more and more in the direction of cyber conflict (which includes cyber warfare, cyber terror, cyber crime, etc.). The more I get into "soft" areas where semantic extraction shows much possibility, the more I appreciate the approach you outline below. The "machine intelligence" option seems to me to be over-complicated and under-achieving.
